Already on Tuesday 19 April, Pro announced at negotiations being conducted under the supervision of the National Conciliator that it intended to utilise unlawful measures to force employers to accept a deal.
“Pro’s flagrant conduct is unprecedented and the union is quite clearly in breach of the Act on Mediation in Labour Disputes,” says Jari Forss, Deputy Director General of the Finnish Forest Industries Federation.
The forest industry is prepared to offer Pro the same pay deal that it has agreed to with other personnel groups.
The remuneration of salaried employees is based on locally agreed pay systems, which are based on the demands of an individual’s duties and his or her personal performance.
“We are prepared to evaluate the functionality of local pay systems, which are based on the collective labour agreement, and are open to developing them when necessary. Development will not come about under threat of strike, however,” Forss continues.
Pro refuses to observe polite collective bargaining practices in negotiations. Instead, it prefers to rely on frequent threats of strike and resorts to mediation by the National Conciliator.
